Annually in Ontario, approximately 10.8 million new passenger, light truck and commercial tires are sold to consumers and businesses. For the 10.8 million tires that are sold, the equivalent of approximately 13.6 million passenger tires are entered into the scrap tire recycling industry. It has been estimated that 12 percent of the 13.6 million tires are reused in both local and export markets.

The industry is unregulated to date, and scrap tire stockpiles are still found across the province. They are the result of unauthorized haulers collecting tires for unreasonably low amounts of money and then abandoning the tires into stock piles or warehouses. The stock piles are potential fire hazards and also contribute to diseases including the West Nile virus.
